The article provides detailed information about reformation changes during the years of independence in the Republic of Tajikistan, about the difficulties and social insecurity of librarians and potential readers, about the training of library personnel, the preservation and multiplication of book stocks. Particular attention is paid to the growing needs of the population in the latest sources of knowledge and information. Here are investigated the transformation of old and the creation of new libraries, the organization of elementary conditions for the system in the period of study, which was an integral part of the activities of the country's cultural and educational institutions. Modernization of libraries in the Sughd region in 1991–2011 was relevant not only for the transformation of their appearance, interior, useful area, aesthetic design, but also for the training of highly qualified personnel who can work in a new way, ensuring the relationship between urban and rural libraries. Recommendations are proposed for ensuring the safety of library collections as part of the national cultural heritage and one of the foundations of historical memory.
