FROM THE HISTORY OF AGRICULTURE TRANSFORMATION IN TAJIK ASSR

Abstract

The article dwells on the activities of party organizations and the Revolutionary Committee of the Tajik Autonomous Soviet Socialist Republic; the former being targeted at implementation of agrarian policy and the problems beset with agriculture. Creation of People's Commissariat, of Agriculture Central Managerial Office of waterhold, State Agricultural Storage and State Fund of Seeds laid a real foundation for implementation of Soviet agricultural policy in the republic. The author touches on the issues of social and agrarian measures in Tajik villages, return of refugees from Afghanistan to their homeland, donation of land to dekhkans, apportionment of state loans among them, organization of elections to local bodies (Soviets) and etc. Overcoming of class immaturity of dekhkanship is shown in the article as it was the main impediment for carrying out a water-land reform in the Tajik ASSR. This experience came in handy in the first years of independence of Tajikistan Republic when the country confronted similar problems.
