The article presents a comprehensive analysis of the process of formation and development of international scientific cooperation between higher educational institutions of Khujand, including Khujand State University named after Academician Bobojon Gafurov and the Tajik State University of Law, Business and Politics, in the historical period of the late 20th – early 21st centuries. The main areas of cooperation have been identified: organizing international conferences; participation of scientists in international conferences and forums; interaction with reputable universities and international organizations; international publications and dissertation defenses at leading research centers. The following have been identified as key success factors: the presence of scientific schools led by outstanding individuals; the personal initiative of scientists; management support; and the linguistic and methodological training of staff. It was emphasized that Khujand's higher education institutions have become one of the important centers of Tajikistan's scientific integration into the global scientific community and have laid a solid foundation for further development.
